hopefully fixed flaky test

This MR attempts to address #1144.

Most likely the error is due to the Wannier functions being localized outside the "home" unit cell. By moving all Wannier functions to the home cell, this should be fixed. However, I have not been able to reproduce the error in #1144, so I haven't been able to confirm the above hypothesis...
