WIP: ENH: RPA for LCAO

Ask Hjorth Larsen requested to merge duncan-rpa-lcao into master

Add LCAO RPA code by Duncan Mowbray including test.

Parallelization and documentation still pending (for the time being it works best on saved gpw files).
