Different classified highways

(just wanted to experiment with branches) Looks like I should have branched before pushing 8861df89. I'm not sure if the commit+revert pollute this for a merge request, in which case it can be refused.

Update the list of highways considered. Motorway and motorway_link presumably don't have addresses. highway=service and highway=road were omitted from the Highway validator because it was looking for missing crossings, but that's not relevant here.
