Wget2 update file

@Ander Please have a look into wget_ocsp_db_save() and wget_ocsp_db_load() to have an example on how to use wget_update_file(). The OCSP code handles two files, HSTS just one file.

If you like it, please adapt HSTS code and I'll care for the Cookie code.
