Add --[no-]compression=TYPE as in Wget1.x
but slightly extended:

--no-compression
means no Accept-Encoding at all - 'none' is for backwards compat only and means 'Accept-Encoding: identity'
- any other types may be in combination (comma separated).
- we should allow identity, gzip, deflate, xz, lzma, br and any combination of it (that's the compression methods we currently support).
- to set Accept-Encoding to a custom/unknown value: --no-compression plus --header="Accept-Encoding: xxx"
- don't forget the tests
