WIP: tests: cert-tests: crl: try to infer 64-bit time using date(1)

Try to infer the 64-bit time_t support using date(1), instead of hardcoding 8, so tests work when run outside of the build tree.

Going to mark the checklist as complete, but most of it does not even apply here ...
