Misc fixups for 3.7.4 release

Three non-code fixups for the latest release

• document C++ soname bump in NEWS.
• tests/record-sendfile.c lacked copyright information - is it correct that way @FrantisekKrenzelok ?
• GNUTLS_COMP_BROTLI/ZSTD is undocumented. ~
