Add LICENSE file

Under the permission from the original authors, this adds a LICENSE file.

As for docker-debian-cross images, I wasn't able to contact the author in a timely manner and those images are (temporarily) removed. We may either resurrect it later if possible, or switch to a new image based on Fedora.
