Using official gnu octave latest docker image for CI/CD

The previous pipeline tested with octave version 5.2.0 and 7.0.0 (dev branch at that time). This updated pipeline only tests with the latest stable version i.e. 8.2.0 at the time of this merge request.

Merge request reports
