iTerm no longer correctly changing monitors when using hotkey

• iTerm2 version: 3.3.7
• OS version: macOS Catalina 10.15.1
• Prefs: com.googlecode.iterm2.plist

Application is not properly changing screens when using visor + hotkey to show/hide. Similar problem to #5896

Detailed steps to reproduce the problem:

1. Launch iTerm on 1/X monitors
2. Move cursor to a different monitor
3. Show/hide iTerm

What happened: iTerm re-opened on the previously used monitor

What should have happened: iTerm should have changed monitors

Note that I do have Profiles -> Window -> Screen -> "Screen with cursor" selected, and I have performed a full OS reboot in addition to multiple iTerm reboots.
