^v and ^s broken for Dvorak-Qwerty keyboard

What steps will reproduce the problem?

In System Preferences -> Languages & Text
a. Turn on the input method to Dvorak-Qwerty
b. Turn on show Input menu in menu bar -
I'd also recommend:
In System Preferences -> Accounts -> Login Options (below user names): Turn on "Show input menu in login window" or else you may get locked out of your mac if it locks the screen before you change the input local. -
Select DQ from the input menu.

Open iTerm2 to a new bash shell.

Press control-. (Which should send control-v due to the input method) then control-; (which maps to control-s).
What is the expected output? What do you see instead?
I expected to see ^s. But I actually see ".;".
This also breaks saving in emacs (the ^s is never sent).
What version of the product are you using? On what operating system?
Build 0.20.20110109.

As a sort-of work around (it doesn't work quite right, but at least emacs works again):
- Edit your bookmark(s) keyboard layout to add these two rules:
^s send hex code 13
^v send hex code 16
