^v and ^s broken for Dvorak-Qwerty keyboard

What steps will reproduce the problem?
In System Preferences -> Languages & Text
a. Turn on the input method to Dvorak-Qwerty
b. Turn on show Input menu in menu bar
I'd also recommend:
In System Preferences -> Accounts -> Login Options (below user names): Turn on "Show input menu in login window" or else you may get locked out of your mac if it locks the screen before you change the input local.
Select DQ from the input menu.
Open iTerm2 to a new bash shell.
Press control-. (Which should send control-v due to the input method) then control-; (which maps to control-s).
What is the expected output? What do you see instead?
I expected to see ^s. But I actually see ".;".
This also breaks saving in emacs (the ^s is never sent).
What version of the product are you using? On what operating system?
Please provide any additional information below.
As a sort-of work around (it doesn't work quite right, but at least emacs works again):
- Edit your bookmark(s) keyboard layout to add these two rules:
^s send hex code 13
^v send hex code 16
