make focus-follows-mouses function when the active window is not an iTerm2

In Apple's Terminal.app, the focus-follows-mouse feature allows terminal windows to receive keyboard entry even when the active/foreground window is not another Terminal window. While it can have unexpected effects (I often open a new terminal window because of it, instead of a new browser window for example), when entering text copied manually from a (browser) window.
iTerm2's focus-follows-mouse feature doesn't work that way, which was a sufficient reason for me to stop using it as soon as I ran into the shortcoming.
How straightforward would it be to extend the feature to work the same way as in Terminal.app ?
