emacs window contents remain after quit

What steps will reproduce the problem?
- emacs
- either C-x C-c or C-z
What is the expected output? What do you see instead?
emacs window contents remain, plus a blank line above it, previous lines of shell are above that. I think fullscreen there are two lines above what emacs displays while in the application.
Terminal.app has the correct behaviour, no trace of emacs remains, looks like this after quit:
$ emacs
$
What version of the product are you using? On what operating system?
Build 1.0.0.20120123 on 10.6.8.
Please provide any additional information below.
rxvt, aterm, xterm, PuTTy, Cygwin, gnome-terminal all have the Terminal.app behaviour.
