LC_CTYPE character encoding bug on remote ssh

When you login on a linux remote server using a ssh, you have the message:
-bash: warning: setlocale: LC_CTYPE: cannot change locale (UTF-8)
with some servers, then this message appears each time you attempt a Tab completion.
I found a issue with a similar problem in the development site, it says solved but it's not, I guess the problem arose again with Lion.
I tried changing the character encoding to many possibilities, but with no luck. Some choices produce even a worst outcome (can't write, server don't recognize passwords)
With mac os x terminal, I have the same problem.
