Window is moved from HDMI display to different display when powered off, not restored on power-on

Detailed steps to reproduce the problem:
- Attach 2 external displays, one lightning, one HDMI. Set lightning as primary display. Laptop display is used as a secondary.
- Move an iTerm window to HDMI display, window style maximized.
- Turn off HDMI monitor, (or perhaps allow power saving to turn it off)
What happened:
Every time, the window on HDMI moves to the main/lightning display.
What should have happened:
Window should have remained on the HDMI display. Other OSX windows such as chrome are not moved. Also the Iterm About window remained on HDMI.
