Mouse Reporting vs. Copy-Paste Selection

[Maybe this has already been addressed... I've searched through closed issues, but couldn't find anything.]
Summary
So I (sort of) get why Mouse Reporting prevents making a selection, but it would be nice if — instead of simply offering to turn off Mouse Reporting temporarily — what I'd like to see happen is: hitting Cmd+C
when an app has requested Mouse Reporting could simply send a Cmd+C
(or Esc+C
or whatever) through to the app, so it could perform whatever "copy" logic it sees fit? (e.g., "*y
in vim, or (shell-command-on-region (region-beginning) (region-end) "pbcopy")
in emacs, etc.)
Alternatives
I was thinking to use the regular key bindings, but they don't offer a way to differentiate between whether the app has or has not requested Mouse Reporting Mode (i.e., :set mouse a
in vim, or (xterm-mouse-mode t)
in emacs, etc.)
