Hot Key window does take focus on macOS Sonoma

Detailed steps to reproduce the problem:
- Create a hotkey window
- Set that to F5
- Toggle Hotkey window
What happened: While in Focus of iTerm, it will toggle the hotkey window as expected. Outside it will no longer grab focus and activate the window.
What should have happened:
Outside of iTerm, the iTerm window should have activated.
