Left/right scrolling sends wrong arrow key when natural scrolling is disabled

Detailed steps to reproduce the problem
- Have an apple magic mouse
- Disable 'natural scrolling' under System Settings >> Mouse
- Open a file in emacs like ~/.bash_profile
- Scroll up/down and left/right
What happened
When natural scrolling is disabled the left right movement sends the wrong arrow keys. Moving to the left sends right, and moving right sends left. This would be correct behavior when natural scrolling is enabled, but not when it's disabled
What should have happened
left scroll should send left arrow. Right scroll should send right arrow movement
