Support ipv4 mapped to ipv6 address matching

This pr aims to support the match of ipv4 address that are mapped to ipv6. For example in a dual stack network, the ipv6 ::ffff:192.30.252.204 should match spf rule ipv4:192.30.252.204, as this ipv6 is an ipv4 in disguise.
