draft: Stop sending emails to orgs with multiple subscriptions

A free plan user who has previously had a paid plan (subsequently canceled) reports that they are receiving daily emails about going over their event quota even though they aren't, and aren't being throttled. I have added a failing unit test that seems to show that an org with an active plan and a cancelled plan will receive a throttle email, despite the fact that their org will not actually be throttled.

I am not sure what the best way to approach this issue would be. Should we adjust how we are handling the throttling, or simply change which orgs we send emails to, perhaps by checking to see if they actually are throttled after we have unthrottled orgs with active subscriptions that are under their quota?
