Draft: Uptime alert behavior, email templates and webhooks

Currently trying to pare this down into smaller MRs, so marked as draft

Changes:

-Send uptime alerts only when project is configured for them (David)

-Add html template for uptime notifications (see this MR: glitchtip-emails!3 (merged))

-Fix webhook text

-Fix #118 (closed)
