Fixed: Openweathermap source now enforces UTC timestamp lookup to ensure proper data refreshes. Improved: Maintenance updates for dependencies and Rails. Changed: Snap now uses the bundled gems directly instead of copying them to $SNAP_DATA. The ability for runtime gem installs is frail and not used by any customer.
