Remove unused optimizely
Here are the originating commits but I don't see much context, usage, why.
On my browser, optimizely is already net::ERR_BLOCKED_BY_CLIENT from adblock.
net::ERR_BLOCKED_BY_CLIENT
This will create a new commit in order to revert the existing changes.
