Raise report threshold for "good" users (@matrixbot). This spawned from the @matrixbot getting hellbanned from time to time for spam but this is a bridging user that represents many people behind it.

  • Adds a GOOD_USER_IDS allowlist that raises the user threshold from 5 to 10
