I've noticed the step before. Last time in 20.21.0 release pipeline https://gitlab.com/gitlab-org/gitter/webapp/pipelines/135740807

The deploy_staging_manual doesn't seem to provide any additional value.

It's inheriting all setup from the automatic deploy_staging
It can only be triggered after/at the same time as the automatic deploy_staging
