Move favourite and community home header actions to room settings dropdown when mobile

Testing strategy

Click the Community home link and notice it goes to the community home
Click the Favourite room button and again for Unfavourite room
Size the browser down below 650px and notice the favourite/community home actions on the header view are hidden

Ensure features still work:

Test opening the community home from the globe icon on the header
Test opening notification modal
Test opening the archives
