Put the parent message indicator behind a feature toggle.

Showing the parent message indicator with feature toggle off means user can trigger the action to hide the right toolbar but the TMF won't open.

Note: This temporarily (till the feature toggle is removed) disables server-side rendering of the parent message indicator (because prerender-chat-helper doesn't have access to the feature toggle).
