Issue references on Android are always shortened `#xxx`

Issues references are linked different ways depending on context. If you're in a repository chat, links to issues within that repository will display as the shortened version #123
, whereas links to issues in other repositories will show up in the long form organization/repository#456
. If you're in a private message, all links take their long form, because there's no repository that can be assumed. This is the desired behavior, because it shortens links when possible, but gives more detail when needed.
On Android, however, all links are cut to the #123
short form, regardless of context. This leads to ambiguity when you link to another repository's issue and the link looks exactly the same as a link to the chat's main repository until you click it. It also leads to ambiguity in Private Messages because you can't see which repository is being linked at all without clicking the link.
