The update is necessary, because Play Store doesn't accept API v26 anymore.

Google Api Error: apkNotificationMessageKeyTargetSdkVersionTooLow: Your app currently targets API level 26 and must target at least API level 28. - Your app currently targets API level 26 and must target at least API level 28.
