What does this MR do and why?

It updates the VSCode Fork to release https://gitlab.com/gitlab-org/gitlab-web-ide-vscode-fork/-/releases/1.89.1-1.0.0-dev-20241119100914. This release applies contains the following improvements for Workspaces:

  1. Applies GitLab VSCode theme.
  2. Displays GitLab logo and "GitLab Workspaces" in window indicator.
  3. Hides "VSCode for the Web" walkthrough that used to appear the first time a user opens a Workspace.
