Downgrade Go to 1.26.5 to address tldr window issues

This MR downgrades Go from 1.27 to 1.26.5. Go 1.27 introduces a feature that enlarges the ClientHello handshake call to support post-quantum handshakes. This is potentially causing issues with some middleware that don't support a post-quantum handshake yet, causing them to fail to establish a TLS connection.

As a temporary measure, we will back off go 1.27 to allow more middleware provides to have a change to support this. Anyone experiencing SSL/TLS handshake issues with provide version 19.4.0 are advised to examine their middleware ASAP, because we will need to consume this update eventually!
