Try to more gracefully handle group deletions

GitLab answers a delete with 400 `State cannot transition via
"schedule deletion"` while a resource is still settling from an earlier
write, such as a transfer. Nothing is scheduled when it does, but all
three call sites matched that message alongside "already marked for
deletion" and treated it as success, then polled a healthy resource
until the delete timeout expired.
