Add new data source for compliance framework templates

Add new data source for retrieving GitLab compliance framework templates. The data source can be filtered by name, where only the template with an exact match to the name will be returned. Can be used with the gitlab_compliance_framework_from_template, allowing the user to find a template by name instead of having to find the exact global id.
