Migrate `gitlab_personal_access_token` from SDK to TF Plugin Framework

This MR migrates the gitlab_personal_access_token resource from the old SDK to the new TF Plugin Framework.

This MR also includes some minor fixes / typos for gitlab_project_access_token and gitlab_group_access_token resources. (Happy to split these into a separate MR if required.)
