feat: Check any_approver rule

Petr requested to merge petrvala/terraform-provider-gitlab:pv/check-project-approval-rule into main

Gitlab project approval rule of type any_approver can be present only once in the project, meaning that any attempt to create second one is going to fail. Since this is state of things which can be verified during Terraform plan, it should.
