Update the basic project test to not require an immediate destroy to succeed
requested to merge patricks-projects/terraform-provider-gitlab:separate-basic-project-test into main
Previously, the project had to finish destroying completely in order for the push rules to work. Separating the push rules into their own test means it creates a new random project that doesn't require an immediate destroy.
