Do Not Use HashiCorp Base Image
Use Alpine as base image, removing the need to use HashiCorp's Terraform images. HashiCorp has indicated that nothing within the OS is guaranteed, only that the terraform binary will run. Building on top of their image is probably not a good idea long term.
