Creates a file that violates all Vale error rules

What does this MR do and why?

Creates __tests__/components/vale.md, which gleefully and willfully violates every error-level rule in Vale, so we can have something to test.

I'm getting 26 errors, but there should be 28. I currently can't get these tests to trigger errors Fixed. PEBCAK.

What's lacking

How to actually use this file to test. Here's where I look at Evan and Marcel with anime eyes, and hope for teamwork.
