Roll documentation linting dependencies further forward

What does this MR do and why?

For #719, and following up !2553 (merged), we need to roll the version of Vale further forward to avoid regressions. Vale regressions were found when rolling out in gitlab-org/gitlab!252182 (merged).

I've also added some additional information in the roll-out template so regressions are found earlier on and roll-out work doesn't need to be redone.

How to set up and validate locally

  1. Configure a local GitLab Docs environment.
  2. Check out this branch.
  3. Run make lint-markdown.
