Fix Contribution document redirect url

What does this MR do and why?

We currently have contribution disclaimer in all of our /development pages which includes a url that users can click to quickly go back to the respective English page. This url had been redirecting them to the same ja-jp page which defeats the purpose of it. In this MR, we're fixing the redirection url.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

1. Configure a local GitLab Docs environment or use the review app directly.
2. Check out this branch (if you're not using the review app),
3. Checkout any of the development pages under /development,
4. Set the language selector to ja-jp,
5. Click on the url in the contribution disclaimer section,
6. Check if the page reverts back to the exact same english page you were on.
