Update Vale rules from GitLab project

What does this MR do and why?

Routine update of Vale rules sourced from gitlab documentation project. No Markdownlint rule updates were necessary.

Doesn't include updates to:

  • gitlab_docs.AlertBoxStyle
  • gitlab_docs.HistoryItems

I didn't want to make all the Markdown changes that would've been required to incorporate the updates - they are only relevant to our published docs.
