Fix footnote table links

What does this MR do and why?

To fix broken links within footnote tables (see !1337 (merged)), the MR removes custom click handling from the footnote-popover feature

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

1. Configure a local GitLab Docs environment.
2. Check out this branch.
3. Enable shortcode-tests by changing "draft" to "false" in the shortcode-tests.md file
4. Run the branch locally, go to /shortcode-tests, and click the link in test table 1 at the bottom of the page. It should take you to a new page on the docs site
