Revamp pipeline security nav and add aws secrets manager

Add navigation item to global navigation

While looking for a place for the new page from the linked MR, I realized we have a lot of pages about secrets and external secrets. We should create a dedicated spot in the nav for these topics.

  • Give the MR a descriptive title.
