Make footnotes appear in a popover

Can we make all table footnotes automatically appear in popovers on hover? Right now, tables can be quite long, and scrolling all the way to the bottom takes a while. Even with a link, the user jumps past the table and it can be disconcerting. If we can have the footnote text available inline without taking up a full column, it would be a usability win.
