Docs: Improvements to permissions tables

Problem to solve

The tables in the permission page don't all render particularly well: https://docs.gitlab.com/user/permissions/

We should review some ideas for ways to improve them:

• Drop the Notes column if there are no notes in any of the cells.
• Consider using x instead of blank cells.
• Other?
