Add link to UI text orientation demo video

@msedlakjakubowski recorded a video to help new team members find and update UI text. I've added a link to the video in the issue template. I called it an "orientation" video, because the goal is to help team members find their way to the correct files in the codebase and give an overview of the process, rather than being 100% prescriptive.
