Draft: Update TW project docs for Hugo launch

Updates TW team docs (e.g, onboarding checklists) to reflect our move to Hugo.

Just a draft. To do:

  • Revisit what the monthly maintenance tasks will look like post-Hugo
  • Fix whatever made the giant diffs on the onboarding lists

This should not be merged until we've launched the Hugo site (gitlab-org/technical-writing-group/gitlab-docs-hugo#44).
