Remove step to add name to categories-names page

In gitlab-com/www-gitlab-com!126017 (merged), the categories-names file was cleaned up to refer to other sources for names, so we no longer need to update this file when onboarding a new TW. Removing from the template.

Also updating the template to point to the new handbook location for the TW page.
