Link to next issue in the monthly tasks template

Marcin Sedlak-Jakubowski requested to merge msj-chores-link into main

Let's ask for the link to the issue the TW creates for the next TW in the description. This will create a system note in the new MR saying "Jo Doe mentioned this issue in issue 123", making the previous issue easily accessible.

Because some steps ask to refer to the previous issue (for example, the task for pages not in the global nav), this will make it easier to find.
