Adjust date for monthly planning issue, and add link to schedule

Per recent discussion with members of the TW team, setting the milestone planning issue to open a few days earlier, to enable TWs to be more proactive and involved in the planning.

Also added a link to the scheduled pipeline, so folks know where to adjust the timing.
